Well, for that, you can visit Appearance->Menus section via your WordPress dashboard. Now, you can create new menu via Create A New Menu button in from the left corner. Now, you will get to choose the menu items for that menu via the left side of the screen.

After choosing the required menu item, just click on the Add to menu button in that same area and then menus will be added. Now, just drag and drop the menu items from right hand side as required for your site and then assign it to the required menu location of your site.

How to open WordPress menu items in new tab or window?
For this, you first need to visit Appearance->Menus section, from which you will be managing the menus for your site. Now, after visiting there, you will find the Screen Options in the top right corner. You just need to click on it. After that, you will be presented with lots of checkbox option there.
By default, menu items to be opened in new tab is not selected. And the checkbox option which allows the menu items to open in new tab is: Link Target under the Show advanced menu properties section there. So, put the checkmark on that checkbox option.
After that, you will see new option of Open link in a new tab in each of the menu items available to edit after opening those. So, for opening them in new tab, you just need to put checkmark on that checkbox option and the menus will be opened in new tab or window after you save that menu for your site.
